No, ppsspp cannot play ps2 games based on my experience and instead you will have to use a ps2 emulator like the Damon emulator to play ps2 games on your mobile phone and it works perfectly fine. When i used the Damon emulator, I was surprised everything worked perfectly fine. You cannot play ps2 games on psp emulator, but rather you can play ps2 games on your mobile phone using the ps2 emulator. I think, if it were possible, I'd heard something about it by now. Which I haven't. Admittedly, it would be nice if it were possible. Hope I'm either wrong or something changes in the future.
